California RV — quick answer
California decides how a towable RV is registered by measuring it. A unit at or under 16 feet long or 8 feet wide is a camp trailer and goes on the Permanent Trailer Identification programme; anything larger is a trailer coach, which is expressly shut out of PTI. The tape measure, not the brochure, decides which one you are buying.
How RV sales actually work in California
- Camp trailer test
- Designed for human habitation for camping or recreation, not over 16 feet (192 in) long or not over 8 feet (96 in) wide
- Camp trailers
- Registered under the Permanent Trailer Identification (PTI) programme
- Trailer coaches
- Travel trailers and fifth-wheels above the camp trailer limits, body type CCH — cannot be registered under PTI
- What PTI covers
- All trailers except trailer coaches and park trailers
- PTI plate
- Issued with an identification certificate, and stays with the vehicle permanently
- PTI service fee
- Charged at original registration and every five years thereafter
- Governing code
- VC §242 and §636; recreational vehicles at H&SC §18010
Transferring an RV in California, step by step
- Measure the unit rather than trusting the listing. Overall length and width are what put it into the camp trailer or the trailer coach category.
- For a camp trailer, expect a PTI plate that stays with the trailer permanently, and a service fee every five years rather than an annual renewal.
- For a trailer coach, do not plan on PTI at all — body type CCH is excluded from the programme by definition.
- Record the identification number and the measured dimensions on the bill of sale, since the dimensions are what the registration category turns on.
What private buyers get wrong here
- A seller describing a large fifth-wheel as being "on permanent plates" has probably confused the two categories. Trailer coaches cannot hold a PTI plate.
- The camp trailer test is a size test, not a use test. A small unit used for living still registers as a camp trailer if it is within the limits.
- PTI fees fall due every five years, so a trailer bought mid-cycle may have a service fee landing sooner than a buyer expects.

Is an RV bill of sale required in California?

Does a California RV bill of sale need to be notarized?
Check the instructions for the specific title and bill-of-sale form. A requirement to notarize a title assignment does not automatically mean the separate bill of sale needs notarization. If notarization is required, wait to sign until the notary instructs you.
What to include on a California RV bill of sale
- Buyer and seller names and addresses
- Year, make, model, and RV class/type
- 17-character VIN
- Length and (for motorized RVs) odometer reading
- Price, date, and signatures
Odometer disclosure
Federal law requires a written odometer disclosure when title is transferred for vehicles less than 20 years old. As of 2026 that means model year 2011 and newer; model year 2010 and older are generally exempt. Record the exact mileage — never round it. See the NHTSA rule.

California RV Bill of Sale — FAQ
Is an RV bill of sale required in California?
California decides how a towable RV is registered by measuring it. A unit at or under 16 feet long or 8 feet wide is a camp trailer and goes on the Permanent Trailer Identification programme; anything larger is a trailer coach, which is expressly shut out of PTI. The tape measure, not the brochure, decides which one you are buying.
Does a California RV bill of sale need to be notarized?
Check the signing requirements for the specific title and bill-of-sale form. Notarization of a title assignment and notarization of a bill of sale are separate questions; a car rule does not establish the rule for this item.
Is an RV titled like a car or a trailer?
Motorized RVs (Class A/B/C) are titled and registered like vehicles. Towable RVs such as travel trailers and fifth wheels follow trailer titling rules in your state.
Do I record mileage on an RV bill of sale?
Yes for motorized RVs — record the exact odometer reading. Towable RVs have no odometer.
Is a bill of sale proof of ownership?
Generally no. For titled property like a car or boat, the title is what proves ownership. A bill of sale proves that a sale happened and records the price, date, and terms — it supports the title transfer but does not replace it. For untitled property (furniture, equipment, electronics), the signed bill of sale is usually the main proof of ownership.
